The Role
Ministry of Railways invites applications for the post of Director (Business Development) (PPS-10, equivalent to BPS-20) in the project "Strengthening of Planning, Development, Monitoring and Evaluation Directorate (SPD&ME)", Ministry of Railways, Islamabad, on contract basis.
•Identifying and contacting potential clients to establish rapport and arrange meetings •Planning and overseeing new marketing initiatives •Researching to find new opportunities for private investments •Increasing the value of current customers while attracting new ones •Researching and coordinating for PPP projects •Evaluating PPP project proposals •Monitoring the implementation of PPP projects •Developing goals for the development team and business growth and ensuring they are met •Training personnel and helping team members develop their skills •Developing checklists for all essential processes falling under his/ her domain •Developing capacity of his/ her team in the relevant areas of expertise •Any other tasks given by Competent Authority

Education, Experience and Skills Requirements
- Masters: Business Administration (Marketing)
- MS / MPhil: Finance, Project Management
- Postgraduate Diploma: Project Management
Overall 12 or more years of work experience in project management; experience of Public Private Partnership (PPP) projects for more than 5 years; comprehensive knowledge of business strategy development and implementation Preferred: Variety of experience in business portfolio management, marketing investment performance analytics and PPP projects; expertise in financial analysis
MS Project, Primavera, MS Office
Preferred: Financial Analysis
•Contract basis for two years or till completion of the project, whichever is earlier; extendable on satisfactory performance
Salary, Compensation & Benefits
PKR 568,750- 654,100/ month (PPS-10 standard project pay package (Finance Division O.M. of 05 March 2026))
