The Role
UNICEF Pakistan is hiring a Senior Psychometrician consultant (4 months, home based with travel) for the Foundational Learning Study (FLS-2026), providing technical assistance to the National Assessment Wing, Pakistan Institute of Education.
•Provide psychometric analysis, calibration, scaling and pilot-to-scale equating for FLS-2026 in English, Urdu and Sindhi •Support benchmark setting aligned with the GPF/ MPL framework and SDG 4.1.1 reporting •Build the capacity of NAW/ PIE assessment staff through knowledge transfer

Education, Experience and Skills Requirements
- PhD: Statistics
At least 10 years in large-scale learning assessment, including item response theory (IRT), item calibration, equating and scaling Preferred: Direct experience of FLS-2026 instrument design, pilot analysis or large-scale administration; experience in South Asia with national assessment bodies and ministries
- English (Speaking: Native/ Fluent, Reading: Native/ Fluent, Writing: Native/ Fluent)
•Two planned trips to Islamabad •Contract duration 4 months (100 input days)
Salary, Compensation & Benefits
PKR 0/ month (All-inclusive daily fee for 100 input days plus lump sum for each of two trips, quoted in financial proposal)
