The Role
UNICEF Pakistan seeks a Senior Psychometrician consultant for 4 months, home based with two trips to Islamabad, to support the National Assessment Wing of the Pakistan Institute of Education with the Foundational Learning Study (FLS-2026) and National Achievement Test.
•Provide psychometric analysis, calibration, scaling and pilot-to-scale equating in English, Urdu and Sindhi •Set foundational learning benchmarks aligned with the Global Proficiency Framework and Minimum Proficiency Levels •Prepare SDG 4.1.1 reporting documentation •Extend large-scale administration to English-medium schools •Build the capacity of National Assessment Wing/ PIE staff through knowledge transfer

Education, Experience and Skills Requirements
- PhD: Statistics
At least 10 years in large-scale learning assessment, including item response theory (IRT), item calibration, equating and scaling Preferred: Experience in South Asia and with national assessment bodies and ministries; direct experience of FLS-2026 instrument design, pilot analysis or administration
Preferred: Benchmarking, SDG 4.1.1 Reporting, Multilingual Assessment, Capacity Building
Salary, Compensation & Benefits
PKR 0/ month (All-inclusive daily fee for 100 input days plus lump-sum cost for each of two trips, quoted in the financial proposal)
