The Role

HelpAge International is seeking a Monitoring, Evaluation, Accountability and Learning (MEAL) Officer for its Global Impact Team on an open-ended contract, reporting to the Global Impact Advisor. The post can be based in any of the listed countries, including Pakistan (also Ethiopia, India, Italy, Jordan, Kenya, Nepal, Spain, Tanzania, Thailand, Turkey, United Kingdom and Zimbabwe).

•Coordinate and provide technical input into the development and implementation of M&E frameworks and tools for global programmes, advocacy initiatives and Impact Vehicles •Support teams in defining indicators, setting baselines and tracking outcomes aligned to HelpAge's Global Impact Framework •Coordinate the development and review of results frameworks, logframes, indicators, baselines and targets •Act as the organisational focal point for standardising KPI measurement across all Impact Vehicles •Draft and revise organisational MEAL policies, procedures, standards and guidance •Provide technical MEAL advice, support and quality assurance across the global programme portfolio •Support advocacy teams to track and measure the outcomes and influence of campaigns and policy engagement •Guide participatory monitoring approaches and build inclusive feedback and response systems •Coordinate learning reviews, after-action reviews and reflection processes and disseminate key learning •Act as technical focal point for rapid needs assessments and quality-assure assessment reports •Advise on and coordinate evaluations of short-term projects and quality-assure evaluation deliverables •Design and deliver MEL and accountability training for HelpAge teams, partners and network members •Coordinate components of annual business planning, organisational and donor reporting cycles
